Tax Collector
The Tax Collector is responsible for collecting all taxes committed by the Assessors' office. Payments are recorded, posted, updated and deposited daily. The Treasurer/Collector's staff is committed to providing our residents with up-to-date information on their accounts in an effective and efficient manner - using guidelines established by the Department of Revenue.
The Collector issues and collects real estate tax, personal property tax, and motor vehicle excise as well as issuing Municipal Lien Certificates.
The Assistant Tax Collector is Deborah Richards. The Town utilizes the services of Kelley and Ryan Associates, Inc. as Deputy Tax Collector.
You have numerous options for payment of Real Estate, Personal Property and Excise tax bills:

- Residents may also look up real estate bills, balances, payments, and assessed value using the Citizen Self-Service Portal
- For added convenience there is a secure payment drop box located outside the main entrance to the building

A municipal lien certificate (MLC) is a legal document that lists all taxes and assessments due on a parcel.
An MLC is important because it can help protect you from any unexpected financial obligations that may arise after you purchase a property. If there are any outstanding debts or liens on the property, you could be responsible for paying them off if you become the new owner. By obtaining an MLC before you close on the property, you can be aware of any potential financial liabilities and plan accordingly.
These documents are usually requested by law offices in preparation of a refinance or sale of real property. Each request should include a property description, parcel number, and self-addressed, stamped envelope.
The fee for a municipal lien certificate (MLC) is $25.00

If a particular property includes more than one parcel of land, a certificate must be ordered for each parcel. The certificates are usually prepared within 2 -3 business days depending on the volume of requests received and peak collection times in the Collector’s Office. Residents can now view their real estate tax and payment history through the
Citizen Self-Service application. Once at the site, select Real Estate on the right-side menu and enter your name, address or bill number to review your information.

Tax Relief for Elders and the Disabled (TREAD) is a program created under Massachusetts General Law Chapter 60, Sec 3D which allows the Town to collect donations which will be used to assist qualifying low income elderly property owners and / or qualifying disabled property owners in paying their property taxes. For additional details go to the Elder and Human Services Department page on the Town's website. Payments can be made by check or online using the Online Payment link.
Any questions regarding valuation, abatements or exemptions should be directed to the Assessors' Office at 978-540-2410. Office hours for the Assessors are Monday 8 am to 6 pm; Tuesday, Wednesday and Thursday 8 am to 4 pm; and Friday 8 am to Noon. - Am I eligible for any exemptions?

Chapter 60A, Section 1 of the Massachusetts General Laws provides excise tax exemptions for vehicles owned by certain disabled individuals and veterans, ex-prisoners of war and their surviving spouses and certain charitable organizations. - Can I get motor vehicle excise abatement?

Contact the Assessor's office at 978-540-2410 for an application for abatement or you can fill in and print out a Motor Vehicle Abatement Application Form (PDF). Follow the directions on the form and send it to the Assessor's Office at:

- How does non-payment of excise affect my license and registration?

If the service warrant demanding final payment is not paid, the deputy collector may then notify the Registry of Motor Vehicles of such non-payment. The Registry will then mark the individual's registration preventing the renewal of the motor vehicle registration and the owner's driver's license. The taxpayer will then be assessed a $20 mark fee in addition to all other penalties and interest. It is the policy of the Town of Littleton to not release any marked bill until all outstanding Delinquent Excise Tax bills for a taxpayer are paid in full. Once full payment is made for all delinquent excise bills, the town will electronically release the Mark at the RMV. This will enable the motorist to return to the Registry and renew his/her license or registration. To request your balance on a bill that has gone to warrant, you may contact the Deputy Tax Collector at 508-473-9660.
